The Village has operated under the council-manager form of government since 1914. Glencoe was the first community in the State of Illinois, and the fourteenth nationwide to operate under this form of government. The Village Manager is the Village’s chief administrative officer, appointed by the Village President and Board of Trustees and oversees all day-to-day operations of the Village.
The Village Manager’s Office is responsible for providing overall direction and administration of policies and programs established by the Village President and Board of Trustees, as well as preparation of the annual budget. The Village Manager's Office includes the Village's human resources, legal, IT and Village Clerk functions, including maintaining Village records and responding to Freedom of Information Act requests.
Meet the Village Manager
Phil Kiraly was appointed Village Manager in December 2013. Prior to coming to Glencoe, Phil served the Assistant Village Manager for the Village of Northbrook from 2008-2013 and the Assistant Village Manager for the Village of Deerfield from 2004-2008. He holds a Master of Public Administration from Northern Illinois University, a B.A. in Public Administration from Augustana College and is an International City/County Management Association (ICMA) Credentialed Manager. Phil is actively engaged in ICMA as well as the Illinois City/County Management Association, the Illinois Association of Municipal Management Assistants. He currently serves as the President of the Rotary Club of Glencoe.
